In response to the Broadband NOFA of the American Recovery and Reinvestment Act released on July 14, 2009, Connect Arkansas submitted three applications (Arkansas State Broadband Data and Delivery Program, Expanding Broadband Use in Arkansas–Sustainable Adoption, Expanding Broadband Use in Arkansas–Public Computer Access) to implement a collaborative effort with the goal of dramatically increasing citizen use of available broadband Internet through efforts for Arkansas rural development and education. Connect Arkansas was notified in December 2009 that it did not receive first round funding.

On January 22, 2010, notification was received regarding second round funding. Connect Arkansas was notified in September 2010 that the organization had been awarded $7.8 million in government high speed Internet stimulus funding for Sustainable Broadband Adoption to increase efforts for Internet access in remote areas and an extension of the organization's mapping efforts to further Arkansas rural development.
